Hard to understand your post, but if I'm reading it right... There isn't a way to crank them open manually as with the '84^ cars. It seems that you'll either have to disconnect the linkage and prop the headlight open or closed, OR use a vacuum pump to manually apply vacuum to the headlight motor to put the headlight in the position that you desire. Hope this helps....

i think that diagram is for a 68-82, all operated from one on/off switch, In the 63-67 you have the light pull switch to turn on off the lights and then a roll switch to open close the lights. I could be wrong (it happens on occasion) in your 63 you'll need to connect the power and use the roll switch to put them where you need them. Have you thought about removing the headlight assembly from the car before you paint? The sides of those are really hard to paint and get a top quality finish while installed. I don't think there is any position you can put them where you can see 100% of the sides some area is always hidden. As for the clip, I'd assume Keenparts, Corvette Central or any of the big catalogs will sell one. I've always had great help with items from Keen when I call them. It's a small outfit and they have surprisingly personal service. Had a little more time and found this for you. www.keenparts.com/pages/detail.php?year=1963&partnum=110125
